Ever since installing SP2, I have been unable to download from some web
sites because of a pop-up stopper that has appeared in my system. How do I
disable this function? I wish Microsoft would allow us to decide for
ourselves how much protection we would like to have.

You can turn this off in the IE > Tools > Popup Blocker.
