The 5770 only uses one PCIE power cable and is a low power usage card. A good 550W PSU with two cables will be adequite for two 5770s.
I just checked xfxs website and they have it wrong. I have one of their 5770s and it only needs one power cable. That OCZ Fatal1ty linked by aford is a great deal right now.

The regular 300 is only $5 cheaper and does not have the two front fans. $5 for two $15 front fans pre-installed seems a good deal to me.
True! Sorry, that Illusion case is new to me. It's not sold in Europe so I didn't knew it had more fans. The regular 300 is cheaper here, so I misjudged the difference.

If you want to get the AMD 945 in your budget, look at the suggestions I made in my 1st post. You can change a few parts to make up the difference without loosing any performance, other than the PSU wattage.
I changed around some of the stuff, but budget didn't stretch far enough to fit in the quad-core with shipping but I saved a bit, Is the quad core gonna be a noticable difference vs the triple? Also how does everything look?

Yes, there's a noticable difference in the 2 CPUs. The quad has a faster bus to go along with an extra core, and more memory.
How much short are you from getting the 945?
You could change to a different case to save a few $$ w/out affecting performance.
You could drop the 5770 and get the 4870 if dx11 isn't at the top of your priority.
It's really up to you. I'm just throwing options out there.
Alright I decided to drop a few extra dollars for the quad, You sure the power supply is gonna enough for everything? Here is the final build, Everything look okay? Stock heatsink fine? Wish me luck =) Gonna buy it tonight!

Everything turned out awesome so far, I'm on it right now, love this thing haha. The only problem im having is when I reboot/startup it says Hard Disk is not detected yet everything seems fine, was hoping maybe someone could throw me a hand on that?
