I have a dell Inspiron 531 and want to upgrade my graphics card, i currently run a ATI Radeon HD 2600 XT (256mb) and was thinking of getting the ATI Sapphire 4870 PCI-E, i think the only problem i might have is it recommends 400 watt PSU and i have 300w. Is this really a big problem?? Any help is greatly appreciated

Yes, your PSU won't be enough to powered a 4870...
Get a new one with 550 W (always get higher than u needed) and good brands like Corsair, Antec, OCZ....
