I am using traditional Chinese Windows XP. What should I do in order to
download files on Internet, that there are simplified Chinese characters in
the links? Thanks.

It isn't completely clear what you're trying to do, but if you want to be
able to view webpages in Chinese, do the following:
- click Start
- click Control Panel
- click Date, Time, Language, and Regional Options
- click Regional and Language Options
- click the Languages tab
- click the checkbox next to "Install files for East Asian languages"
- click OK
