Stability Issue on i5 2500k 4.6GHz 1.38v

I'm not sure if this is a stability issue but sometimes when I turn my computer on, I get a blue screen and it shuts itself back off. Also, randomly (when the load's not even at 100%), I get a giant blue screen of death with a loud beep that shuts my computer off? This also happens on my laptop when I resume it from sleep (not overclocked, government laptop). Is this an OC stability issue?

Very possibly yes. Have you run any extended stability tests on it like Prime 95 or IBT? Does the blue screen go away if you lower the frequency, say to 4.3-4.5?

Tried it at 4.2. Still gives me it.
