Getting 30-60 frames with any game maxed out, is this correct?

I recently installed an XFX HD Radeon 4650 1GB Video card. I maxed out Modern Warfare 2 and got 30-60 frames. I then maxed out an older game, Call of duty: United offensive and got the exact same framerate. Is my card working correctly? The difference of these two games are about 6 years apart.

My specs:

2.3GHz AMD Phenom X4 9600
4GB DDR2 RAM
500W PSU
500 HDD
1GB XFX HD Radeon 4650

You probably have V-sync on.

Actually.. i dont. I never turn on V-sync or sync all frames.
