More about 2700k stock turbo
  1. It only goes to 3.9Ghz if using a single core that's how turbo works.

  2. so i should
set it in the bios for turbo with core i72700k to auto or set it to bye all cores?
  3. its not o.c i put it back at stock

and when i load optimized defaults in the bios its puts the blck/pcie to 103 and i have to change it to manual and put in 100

I have no idea what that means.

Once again....what? You are correct to keep the BCLK at 100. Going over that overclocks the whole system including things that can be damaged by overclocking them. Keep it at 100.
