When you say all parts are required do you mean you need an OS, mouse, monitor, keyboard, and speakers?

Ok then, you'll be a little limited, but we should be able to make it work.

+$30 for KB/Mouse

That puts you right at your limit. If you must cut back, there are places to do so, but I wouldn't recommend it, if at all possible.

He'll probably need to cut back if you didn't include shipping. The PSU is also out of stock. Its a bit expensive as well for a cheap build.

Do you have a link to it. Usually bundles with more than a couple parts are not the best quality.

Correct. I'll bet money it has a junk Ultra X2 PSU. The X3 line is ok, but the x2s are garbage. The mobo is probably lower end. Everything else will be ok.
