Wiping out the HDD to start all over again

I have an HP computer and I'm having alot of problems with it since the HDD crashed. I tried the restore point but thats not helping and at this point the only fix I can see is to wipe out the HDD and re-install windows with the HP recovery disk. What I wanted to know is what is the windows command prompt to wipe out the HDD so I can re-install everything?
