Athlon II X3 460 oc/ possible unlocked core

I currently am running a rig using the AMD athlon II x3 460. I began to try unlocking the 4th core on the system and the computer does not seem to want to. I can get all the settings to change, and I increase the voltage as well. The system boots up, but it will not load the operating system. I'm getting a post beep and getting past the bios, but the hard drive refuses to load up windows.
While I'm also on the subject, would it be better to just overclock the system if unlocking the core is out of the question?

Specs: AMD athlon II x3 460 @ 3.4 GHz
RAM: G. Skill 8gb 1600 Mhz
VGA: AMD Radeon HD 6870
MB: Gigabyte 907A-D3
HDD: 500GB Seagate Barracuda

That doesn't mean that the core is stable, just that it is accessible,
if altering the voltage (within limits ofc) doesn't stabilise it, then that is the reason that core was locked to begin with, it is actually defective so overclocking the three good cores would be your only option

It shows all 4 cores in the BIOS
