Cpu mutiplier confusion

Helllo everyone im kinda new, too this sort of thing so bare with me..

What my problem is..is that, i wana change my cpu multiplier from 21 to 14 but the thing is that its locked in bios for sum reason but when i check my CPU in (everest home) my cpu min/max multipliers are 14x/21x...weird? my CPU is a p4 2.8 ghz 533 fsb on a p4p800-vm, curruntly running at 133 fsb with 21x multiplier..wot i wana do is change the multiplier too 14x so that the fsb is at 200mhz..sooo that my corsair VS512mb400x2 in (dual channel mode) runs at 400 mhz..please any help would be appreciated .. many thanks michael ..

I havent tried for a while but with the exception of the "EE" versions of Intel chips the multiplier is locked by Intel to stop people overclocking.

yer thats wot i fault untill il downloaded everest and it show me that im capable of a 14x multiplier.. really confused...could anyone else enlighten me with this situation..
