Why won`t a PC start?

Hello,
I put a PC away for two years in case my newe one died. it worked when I rested it, but now that I need it , it won`t start, run, post.

Doesn't it open at all , or it opens but U can't get into Windows?
If it doesn't open at all, can you hear sounds (like fan, hard drives, or other sounds) and are light turning on or not?

The hard drive will not run. I hear no sound from the PS , or HDD. It was working well when I out it away.

I`m giving it to my son-in-law. he can screw with it. bah humbug!!!!!!!
