MONITOR RESOLUTION: 1024 x 1280 is enough for him, but personally I'd want him to have sorta 1650 x 1050

Pretty decent build. Personally, I wouldn't get a dual core CPU anymore. The quad cores are much better. Have you considered an i5/P55 build? It'll probably only cost a few bucks more, but you'll have yourself a way better system.

If you really want an Intel platform you should get a 1566 with your budget. Although I would suggest getting an AM3 platform from AMD.

You could purchase an x3 720 processor for $120 and do very well. Also this will save you a nice fat wad of cash and have you gaming strong. There is very little difference between x3 and x4 cores when it comes to gaming.

There are some applications/games that are heavily CPU dependent like Adobe Photoshop/Flight Simulator X but there aren't too many out there that really need 4 cores at the moment.

I got myself p55 build, that I already asked for help a month ago. That is my friend's build, and he really wants nothing but something that would let him play Combat Arms(I don't believe it myself actually =.=). The more money saved, the better, he'll have less money to pay back to his parents and friends like that.

By the way, How are the low end DX11 cards, compared to the 4800 series?

The5750 is about Gt250/9800/4850 level.
The 5770 is almost 4870/GT260 level.
