Agreed, make sure the operating system is properly installed and all cables are securely plugged in. Also, make sure you plugged in the power cord to the hard drive.
If all of that is correct, go into bios, and make sure your hard drive drive (probably C: ) is set as the primary boot device, and that the cd drive isnt.

Lol, I'm (perhaps foolishly) presuming that if he built a system from the ground up, he understands the need for an OS :-P
I completely forgot I posted this, seems like forever ago. Everything was fine I just needed to press delete to get into the Bios. I hadn't yet installed the OS. Anyways I have my pc up and running nicely, thanks.
