From what I understood(which was not much)your CPU is running hot?Here's a list of what you can do:
->Take cooler off and clean it.Or buy a better cooler
->Apply new thermal paste. Arctic Silver or Noctua make some good ones
->Have a better airflow
->Get a more energy efficient CPU. The less energy needed the less hot it runs
->If you don't mind the performance loss you can underclock it

There's probably a lot more you can do but I don't remember at the moment

water cooling, and over clocking, go hand and hand.

Bring it in to someone who knows what there doing. Vaccum cleaning a pc is an exeptionally bad idea. vaccum cleaners create a large amount of static.

apply thermal paste in small circles.

It looks like you may have a hot spot ie; bad airflow. you need to do what the other dude said, pull your computer apart and check your heat sink, fans, air flow, etc ,etc. if you don't have to skills or ability to find out how to do this.. just pay someone for an hour of work.
