Unable to increase voltage on 6970

Ever since I recieved my Asus 6970 DCII a year ago, I wanted to overclock it. However, I am not able to go beyond 1Ghz unless I can juice it up with some more voltage. I tried smartdoctor, gputweak and afterburner, but none seemed to be able to raise the voltage (although I am perfectly able to undervolt it). Then it occured to me that it might be a safetyfuction in the bios or something. I know reference 6970's has this little switch which changes between bioses, but the one on my card (DC II), only changes the output (as far as I know, I've tried both positions, no luck).

What must I do to be able to raise the voltage? Do I have to flash the card with another bios? Where do I get one?

Update:
Even though furmark says it's at 1.175v, it is higher. Temps went up a LOT when I increased it in GPUTweak.
