Computer wont boot and no display after new Mobo,cpu,gpu,ram

I added a new cpu a new gpu and a new Motherboard ( P5Q SE PLUS)but i left my old PSU in (530W)when i turn the computer on theres nothing on the display but the fan inside are on but the problem is that it turns on the turns off then repeats. It only boots if i take out the CMOS battery and put it back in then windows boots. so is my PSU bad or my Mobo can i fix this?
