Computer no longer starts after installing new NIC

Alright, i'm trying to fix a family friend's computer, and seeing as somehow their onboard NIC lost all its drivers and now refuses to let me mess with it(nforce drivers for chipset freezes on ethernet update, as does trying to uninstall it)

I bought a new card for it, just some Dynex gigabit pci card, but here is the thing, everytime I install it in the PC case, the computer no longer starts. Once I plug the cord into the PSU, it just chirps and won't turn on, but as soon as I remove the new card, it starts right up. I've even tried removing several hardware connections in the case to see if there was some power issue, but no luck.
