Dell laptop e1707 inspiron temperature

i have a dell e1707 inspiron laptop. my laptop is constantly overheating because the fans are not running. I took out the fans and tested them by running some juice through them and they work fine. I'm thinking either it is a software issue (bios etc) or the temperature sensor is broken? any thoughts/fixes

Probably both. Have you tried resetting your BIOS' motherboard, and updating it? The instructions to do either should be in your laptop's manual.
