Dell Dimension 8400 Boot issues

When i push the power on button the cooling fan starts - the power supply fan is not running and I get the video card bios display on the monitor but that is all??

Diagnostic lights at the back and green for a,b, & c and amber for d.

I have checked and reseated the drive power and cables.

Any suggestions please.

Can you try booting from a CD or a flash drive? Change your boot priority options in the BIOS. This will help you determine if there's something wrong with your hardware, or simply a matter of a corrupted OS installation (software).
