My CPU multiplier limited to 16x?

i have a AMD phenom ii x4 955 black edition its overclocked to 3.6GHz at 16x multiplier.

People who have the same Cpu are getting 3.8ghz to 4.0ghz at 18x multiplier, so why cant i go past 16x multiplier

Motherboard : MSI 870 C45
Cooling : Cooler Master Hyper 212 Evo

can you plz help?

If it's an unlocked CPU perhaps it's your mainboard limiting you.
Is your BIOS up to date?

yes its a unlocked cpu and my BIOS is up to date
