i am in a hostel that is provided with a 4mbps connection. Some guys know to play with bandwidth and grab all the bandwidth leaving me and all others with nothing...does anybody have a solution for this?

The rules for whos traffic get priority are controlled by the networks router - you would have to talk to the networks administrator if you dont haver access to this device.

It's probably ignorance. Using a networks full upload bandwidth will stop everyone else from browsing. If people are using torrent programs with no throttles then you can expect this. I wouldn't think most routers do a very good job of allocating bandwidth for the internet, but who knows. Many still do not have QOS, and those home routers that do have few options. But only the network admin can solve this, and if there isn't one this problem will continue.

Set ctcp in ur system "netsh int tcp set global congestionprovider=ctcp"
