Lines on DVD playback

I have a Toshiba SD1600 DVD player.
I am having some issues with it.
I am getting lines through screen. They almost look like refresh lines. There about 5 of them. Same pattern when they move up the screen. It happens on all movies. On different Video cords to the TV. Happens on different video channels on TV. OTher devices that plug into TV video channels do not create same issue. You also see the lines when just in Video mode when movie is not playing (but DVD connected to TV).

Any ideas?
