I have a wireless card pre-installed on my Dell laptop.
An adjacent business has a wireless network, and although
I do not want to connect to their WAN, I get a popup from
the taskbar that tells me that a wireless network is in
range of my computer. Their network is not in my list of
preferred networks, and I would really like to stop these
popup messages. They popup about every minute, or so.

Any ideas?
