Hey,
When im running furmark, it shows that my GPU is throttling and with a huge throttling (-316mhz)...Im using 720 Benchmark
There is a way to fix this?
My specs:
I5 2500K 4.5Ghz
Gigabyte Z68MA D2H B3
8GB RAm DDR3 1600MHZ
PNY Geforce GTX 560 TI OC ( 939Mhz GPU clock, 2197 memory Clock and 1037mv)
OCZ ModXStream 600W

How are your temps when you run these apps? Nvidia cards have built-in failsafes to prevent damage to their cards when running these stress testing programs. Hence, you will see gpu throttling when running furmark and kombustor. I would recommend using unigine heaven, 3dmark 11, or crysis benchmark. However, the best stability test IMO is firing up a game that requires intense graphics like crysis or bf3 and playing for several hours. More fun this way too!

I'm getting throttling like this as well, and worse, with my GTX 570. And the temps are fine. Stays around 50 to 60 degrees. Also, now I'm getting only 51MHz Core Clock and 135MHz Memory Clock in MSI Afterburner! It makes no sense!

Do nvidia cards, underclock/reduce the gpu's frequency/speed whenever idle? How do you remove this? or make it so that it runs at stock speeds all the time?

AMD and nVidia have designed this feature in their drivers. Furmark is insanely hard on graphics hardware and can actually result in failures on many cards. So to help defeat this problematic scenario and reduce RMA's caused by a stress test, the cards drivers automatically throttle the card so furmark can't cause enough stress to be dangerous on the card.

If you want to stress your card, use something else like Unigine Heaven. Furmark is plain and simple bad. It's a horrible program that puts way to much stress on the hardware. It is able to put about 25-50% more stress than any game on the market ever will.
