Core clock multiplier keeps changing for some strange reason.

CPU: i5 2500K (multiplier 44x)
Ram: Kingston, 2x4 8GB HyperX (126.96.36.199)
VC: XFX Radeon 7770 Black Edition OC
Here is 3DMark2011;
I'm not sure what is going on here.
According to CPUID the multiplier is 16x when idle but when I run prime 95 the multiplier changes to 44x. The bus speed is also listed as 100.3, but in the bios it is listed at 100.
When I am in the Bios, if I disable c3/c6 option, windows never boots and my system keeps restarting itself.
Has anybody else experienced this? I'v checked all the ram settings, they seem fine.

Probably an energy saving feature enabled on BIOS.When at idle it slows down to save power.
