RAM underclocked?

Cpu-z is saying my DRAM is running at 400mhz on my A-Data gaming series DDR3 1600mhz RAM(12GBs). I don't know a lot about RAM but from what I have heard is you multiply the DRAM number by the number of channels it has. Well last time I checked 400x3=1200. I have also heard that for DDR3 RAM the DRAM is supposed to be running as what the RAM is advertised as which is 1600mhz in my case. I'm really confused and don't know what to, if anything at all.

If my other spec make a difference here they are:
Mobo: MSI X58 Pro-E
CPU: Intel Core i7 920 @ 2.67
GPU: 2 ATI 4870 1GB's
Audio: Creative Sound Blaster 24 bit
PSU: Xion 1000watt
