Pull the major components out of the case, assemble them on a non-conductive surface and test, it sounds like you may have a ground or power supply problem. If it POSTs and you get video, you have a ground issue in your assembly with the case. No POST and no video, try another power supply...

Jack,
I took your advice and spent a lot more money on a power supply I got an 850watt corsair tx850w it cost me $140.00 although I realy dont think that how much I pay for somthing is always directly related to its quality, anyway I put it all together with a replacement mo-board and it still didn't work so I started disconecting things, first the usb's then the floppy then the hard drive I was going to pull the ram last but before I did that I un-plugged the 4 conducter cpu power input from the mo-board and tried it again and she lit so I took a closer look and it could be plugged in in two directions and I had it 180deg off it has 2 rounded pin plugs and 2 square pin plugs across from the opposite at the corners but when I looked closer the latch was only on one side and I had it on the wrong side I am only admitting this so that someone else may benifit from the info I have loaded windows and so far so good.

thanks for the help.
