Fan Controller with software?

Im looking for a good fan controller, but also something i could control from my desktop. Like something bundled with software or compatible with a fan, temp, monitor and controller program? I know this has to happen through the mobo pwn, but could it work with a spliter or a USB/ pci controller? If not whats a good cheap controller that can show me temps and fan speeds with an automatic set rpm or temp control and manual as well?
