c2d e8400 @ 3.3 ghz stock heatsink
ga ep45 ud3r mobo
xfx 4890 oc
4gb ram 800mhz
250gb harddrive
windows vista 64 bit
750w pc power and cooling psu

Looking to upgrade my motherboard, cpu, and ram, cpu fan and heatsink, maybe another 4890 for crossfire, and another hard drive.
PSU,4890,Windows vista being carried over

600-800$ budget.

Is there something its not doing that you need it to do? You have a very capable gaming machine and there isnt a reason to upgrade unless you need it to be better at a specific task. Without knowing what you need it to do its hard to make a recommendation.

What is the reason you want to upgrade your PC, since you still have a solid PC. Is there something your PC can do or not performing to your expectations?

You could get about $200 total for your CPU, MOBO & RAM maybe on Ebay. The E8400 is still a solid CPU, so that will help.

If you want a cheap upgrade, get a better HSF and push the CPU a little harder. You should be able to get to at least 3.8 GHz.

Here are two under $50 heatsinks that are pretty popular:
Sunbeam

They both require a somewhat different approach to applying thermal compound.
Suggestions for applying thermal compound:

And they are pretty large, so they might not fit inside your case.
