I need to format my hard drive

I cannot get onto windows (freezes at "Starting Windows" and all solution programs such as safe mode also freeze.
I also cannot use the Windows disc as that freezes when I either go to repair PC or install a fresh copy.

So basically, I need to format the hard drive without using windows or the windows disc.

(I am using Windows 7 64-bit btw)

This is pretty urgent. Any help is appreciated :)

If you are just trying to format it, you can use a disk to wipe the drive Or are you trying to re-install Windows? Two different things.

I'd try a new hard-drive if a repair and setup are both failing.

If you can't format the drive by booting from the Windows install DVD and using the "advanced options" to do a format, then you've got some sort of hardware issue with the drive and it's seems unlikely to me that any piece of software will be able to do the job.

If you've got another hard drive available then you could install an OS onto it and then use a utility such as DiskCheckup to display the problem drive's SMART counters to see if there's some sort of problem with it.
