No, but Windows 7 (or vista for those of you sneaky ones) does use DX 9, DX 10, or Dx 10.1 if your gpu does not support DX11. Most applications control which API it will use, in particular games.

The only cards currently available sporting full DX 11 support are:

HD 5750
HD 5770
HD 5850
HD 5870
HD 5970


Any other card that sports Dx 10.1 will have few of the DX 11 features but not any of the important ones.

DX 10 cards will continue using DX 10, regardless of what windows 7 or DXdiag says. DX 10 cards do not share any of the new features with DX11, only DX 10.1 does.
