Direct Draw Acceleration and Direct 3D Acceleration unavailable

Direct Draw Accelation and Direct 3D Acceleration are both unavailable. How do I enable them? I have googled and went to every link and none of them helped.

The graphics card is fully capable of handling Direct 3D.
It has all Direct X Drivers.

I have gone through all http://support.microsoft.com/kb/191660 and none have worked

Please help :(

The graphics card is a ATI Radeon HD 5800 Series

Have you installed the latest AMD/ATI drivers?
Do you have all the motherboard drivers installed?

I do have the latest ATI drivers, but not the motherboards. I'll update the motherboards now.
