I have read the trouble-shooting guide and still unsure how to progress.
I recently upgraded my hard-drive, and on reassembling the computer have had issues with booting up and power supply.
After trial and error its seems to come down to the video card.
When I plug in the power to the video card it stops power to the rest of the machine.
I have tried having only the motherboard and the video card plugged in and I get the same result.
I never had this problem prior to the installation of the hard-drive.
I installed a 500gig SATA and removed a 40gig ATA hard-drive if that helps.
If anyone can offer any advice it would be appreciated.

Try a different video card. One of the main reason why I always get Nvidia is so I can swap cards without having to change drivers.
