Restart pc with insert flash memory

when i insert my flash memory in front case USB, my computer is restarted and blue Screen is presented!!!
why????
please help me.

my first boot device is cd-rom
when i insert flash memory in windows environment, this fault is happen.
but when insert my flash memory in back usb, not restart system.

Follow the wiring of the front port to the motherboard and make sure it is plugged in correctly. Unplug one of the back ones that is working and plug the front one into it. This way you can determine where the problem is.

i performed this operation, but no repair.
the first state, System is restarted, but second state that insert flash memory, its run with no problem.!!!

1: if your windows boot correctly(like my office computers), this problem may be a virus, format your windows drive and install windows again
2: if you can`t boot windows(like my computer), may be, your bios need to flush.

--I did any suggestions such as external monitor, press ESC, Alt F4 keys, clean FAN..RAM/HD reseated, bios flush..nothing change.
screen totally black, after I disassemble/assemble Compaq Presario F700 I suspect we got 2nd hand motherboard in stead of original. I found 4 or 5 mark as "replaced", and one a 2-thin-wires(black, red) link between top cover and bottom (motherboard is on bottom).
