I have a friend who wants a new gaming system recently
and I was wondering what would be a better build
considering the fact that the system would be easy to
upgrade in the future

I would hope that the system would be able to use
i7-920 as the processor

there's also the fact that he lives in Taiwan so some companies may
not be accessible like BFG EVGA and so
 
i7 is not possible on that budget. An i5 is much more in range, but might be squeeze depending on other requirements. If you went AMD, you'd get the top of the line.

SYSTEM USAGE FROM MOST TO LEAST IMPORTANT: Online Gaming, Mid-level gaming with games like MODW2, Media

PARTS NOT REQUIRED: Keyboard/Mouse, Speakers, Monitor , OS...

PREFERRED WEBSITE(S) FOR PARTS: None actually COUNTRY OF ORIGIN: Taiwan

PARTS PREFERENCES: Would prefer Intel CPU

OVERCLOCKING: No, maybe minor OC in coming years / Maybe SLI OR CROSSFIRE: Maybe

MONITOR RESOLUTION: Not sure yet, most likely to be 1680*1080 or 1440*900

ADDITIONAL COMMENTS: Quiet PC preferred

Would really want to try for a i7-920, maybe cut on HDD or others?
If really not possible maybe a i7-8 series?
And by online gaming I don't mean playing multiplayer
I mean more towards WOW kind online
Taiwan has a lot of these from S.Korea
I really know that i5-750 would probably be the best choice
but I want to see that if there are some other choices out there
Would using a AMD processor be louder?
Because I had another friend who has a 810 and it's way louder
than my Q9400 for some reason, it might just be his PC but I want to be sure
