DRIVER_IRQL_NOT_LESS_OR_EQUAL - Windows XP hangups

My computer is a Gateway tablet PC running on Windows XP. I allow all automatic updates to the operating system and other software I trust. Somehow an incompatible/outdated driver got into the boot system and it will not allow windows to start. the computer just keeps rebooting and rebooting and cannot start windows. the error line is DRIVER_IRQL_NOT_LESS_OR_EQUAL Technical information:

How can I remove, restore windows XP configuration to an earlier date, without reformatting the C:D rive?

are you not able to get into safe mode and restore the system to an earlier date?
