New computer, Timings aren't correct. Noob needs help

So i just finished building my PC today and my CPU and RAM isn't at the speed it should be at. CPU-Z shows my core speed jumping from 803.5 MHz to 2109.01 MHz and my memory frequency is at 803.5 MHz when it should be at 1600. I don't know anything about overclocking or how to set things manually in the bios. Can anyone tell me why this is like this and how I can fix it? Btw, I do plan to unlock the 4th core if it works for me.

Here's my specs:
CPU: AMD Phenom II X3 720 BE
Mobo: GIGABYTE GA-MA790GPT-UD3H
Ram: G.SKILL 4GB DDR3 1600 (PC3 12800)
HDD: x2 WD 640GB Blacks
HSF: Xigmatek Dark Knight
GPU: Onboard graphics for now. Waiting for my 5770.
PSU: Corsair 650TX
