Failing to Boot Issue

I built my PC in January of '09 and since then I've always had this troubling issue where the PC refuses to boot sometimes. When I say refuses to boot I mean it won't even begin to load the BIOS simply nothing happens. The case fans kick on and the "busy" light stays steady (sometimes power light comes on sometimes it's just the busy light sometimes both :??: , not sure if this is relevant or not) but there is no signal is sent to the monitor or other input components. When this happens I'll hit the reset button on the case and it'll either do the same thing or start right up. It's never crashed on me and I keep all the software/BIOS current. Any thoughts on what might be causing this or how to fix it?

Those chips didn't show up very many times, the only inference I found was the voltage was suppose to be set at 2.0v-2.1v for the ram, what voltage are you using on them, free software (cpu-z) will tell you what they're programmed for.
