External USB HDDs usually have their own power source, so maybe whan you connected the external drive to the USB port while the PC was running it caused voltage spike or surge that caused the ports to shut themselves down. You need to turn off the PC and disconnect it from the wall outlet for several minutes and press the power botton of the PC a few times to dishcharge the capacitors. After that connect the PC back to the wall outlet, connect the external drive to the USB and then connect the external drive power to the wall outlet and finally turn on the PC.
