Sticking old HDD inside new PC

Hello,

I am wandering if it is okay to put my old PC HDD (it still has and OS and everything on it) inside my new PC.

I am looking for an easy and cheap way to use Fraps, and I heard having two HDD's will really help performance. I don't know if it will cause any issues because it still has an OS still installed on it. I would like to completely format it if possible, and just use it for Fraps.

Yes, you can do that. I recommend that you put the new drive in the PC by itself and install the OS onto it. Onec it's up and running ok, shut it down and install the old drive. Make sure the bios boot order is set to boot from the new drive. Once booted, go into disk management, select the old drive, right-click it and select format. You can also create and delete partitions from disk managment.
