Whats more important cpu or core temps

hwmonitor says my cpu is 32c but my cores are all 18c,what one is more important in overclocking

CPU temp is the average of all of your cores. Both matter and are essentially the same!

im quite confused how is the average of 18 18 18 18=32?

Depends on the CPU you are using. The Phenom II's the core temps are around 10 - 15c off, sometimes less. 32C is about right and should be what you follow. The time of this post, my 1100T is at 39C and the cores are at 29C. Mines 10C different right now, soon they will be 13C off when playing game like BF3.
