$700 Budget gaming build

SYSTEM USAGE FROM MOST TO LEAST IMPORTANT: Moderate gaming from Steam purchases, Web design, music/video
PARTS NOT REQUIRED: Mouse, Keyboard, Speakers
PREFERRED WEBSITE(S) FOR PARTS: newegg.com only
COUNTRY OF ORIGIN: USA
PARTS PREFERENCES: I imagine I would stick with AMD/ATI since I'm on a budget
OVERCLOCKING: Most likely some
SLI OR CROSSFIRE: Maybe, depends on cost/performance
MONITOR RESOLUTION: No preference, I just don't want a tiny monitor.

ADDITIONAL COMMENTS: I don't have any wants other than 4 gigs of RAM unless it's best to go lower. Also could someone comment on Newegg's BillMeLater option? I'm interested in going that route since I'm a college student with a part-time job. I won't have $700 anytime soon but I can put $25-30 dollars a week to pay it off. I would like something I would be able to upgrade next year maybe cpu upgrade/graphics for DX 11.

I haven't really been able to pick parts out since I don't know much about the hardware side of things. I have been able to pick out a CPU though.

AMD Phenom II X2 550 Black Edition Callisto 3.1GHz
