Bootmgr is missing cant boot from cd

Hello,
I have a HP DV9000 Laptop that was originally on Vista. It playing up so I bought a genuine version of Windows 7 to install.. I have put the CD/DVD ROM to boot 1st in BIOS and have saved the changes several times but nothing seems to work??

Also when I press F9 on boot it comes up with Change Boot order and the only option it gives me is.. 4. Netbook Hard Drive??

Did the optical drive work in Vista? Is the DVD drive seen in the BIOS when you look at disks?

You can try to make a flash drive boot disk to setup the new windows also. http://technet.microsoft.com/en-us/magazine/dd535816.aspx
