Taskmanager reading differs from coretemp/cpuz

Windows 8 task manager says cpu speed is 2.9ghz max

Core Temp and CPUz both say 4ghz (because I've OC'd it)


Which reading should I rely on?

Turned off CnQ seemed to fix the problem.
