It doesn't speed up or slow down, it just stays the same.

Is this normal?

I never hear it speed up.

I have an AMD 945 (95 watt version) Asus Motherboard.

The answer to your question is yes unless you go into BIOS and change the settings for the fan.

Change it to what? I didn't see any options.

I would like it to speed up as needed and slow when no activity.

I have an Asus motherboard. Asus calls it Q-Fan Control. Other motherboard manufacturers may have a different name for it.

Bios ---> Power Tab ---> Hardware Monitor ---> Enable Q-Fan Control to let the system control the cpu heatsink fan.

There should be an option in the BIOS that controls fan speed.
I think it is disabled.

IF you enable it then it will adjust fan speed according to CPU temps. :)
