Enable the Places Bar in the Common File Dialog

When I open or save a document in pretty much any application in Win 7, I no longer see the places bar on the left side, instead I see a Windows Explorer type of tree. Does anyone know how to get the places bar back?
 
You're missing the Favorites and Libraries? You've probably chanced the layout.

Use the Organize - Layout option - check that Library pane is checked on.

By "it" in "isn't that how it normally looks?" do you mean the Places Bar?

I don't see the places bar on the left of the second photo above, all I see is an Explorer-like tree.

Below is how the Places Bar looks in TextPad, with the customized Places I want quick access to. I created them in Group Policy Editor.

TextPad and Paint Shop Pro are the only two programs I can see the Places Bar in so far. On the left side of the dialog box is a list: Statements, Quotes, Websites, Films and Downloads. That list is the Places Bar, which is shown instead of the tree in my previous post. It is much faster to click on one of those Places than to navigate through a bunch of folders.
