Being an admin or not should not have any bearing on what you can download unless you are being restricted by work policies.

Need full details about what is happening. If you are trying to download an illegal copy of a movie file, stop right there, wrong forum for help on that.

If it's something that is OK to download, need details, how are you downloading, error messages, etc...
