can my FX 4100 reach 4.5ghz with a h60?

is there any way that a h60 can help me overclock my fx4100 to 4.5ghz? the h80 would go over my budget and i want to get over 4ghz with my beloved 4100

You could try overclocking to 4.2GHz. 4.5GHz would most probably generate a lot of unwanted heat even for water cooling. 4.2GHz should be fine. You should get 40-45c idle and 55-60c full load.
