Best ATI card for 450w psu

Which PSU? Like paint, they have widely differing quality.
If it's a quality PSU, with a 6 pin PCI-E connector the HD5770 is as good as it gets.
If not the HD5750 is next best with the HD4770 coming in just behind it, both in terms of power usage and performance.

First of all Pentium 4 is a severe bottleneck for HD4770.
Secondly your ram is too low for modern games. All newer games will be limited by your CPU.

I would recommend you a whole system upgrade.

Some PSU that will take the load of 4770:
Corsair CX400 Rs3000
Gigabyte Superb 460W Rs.2200
Corsair VX450 Rs 3900(Will last a long time)

Getting a 4770 is not a good idea.
IF your really want a gaming card then HD4670 will suit your needs.Cuz it is the cheapest gfx card recommended for gaming(After 4650 ddr3 ofcourse)
